Our seller is one of the biggest suppliers of scrap metal in the world and buy their supplies on a bulk basis from governments around the world and are only set up to do business on a contract basis for larger quantities. They are only really 6 big sellers in the world and this seller is one of the big 6 so very large quantities can be supplied.
The procedures are there to ensure that both seller and buyer are both protected and contracts are signed at a table top meeting face to face at a location to suit both parties. It is at this face to face meeting before signing that all minor details are finally agreed. It would be most obvious for any other contract that is not scrap metal and the value is nearly $80M USD to do it this way.
